I have a slow internet connection (around 1 Mbps), but I tried downloading a large file (say, 64MB) from Wallhaven, and it finished downloading in just a few seconds—something that doesn't technically make sense. Has this happened to you? Is the displayed speed just a cache or a waiting period? Or does Wallhaven use a CDN or other technologies that mask the restriction?

There should be no 64 MB files on wallhaven. I'm not sure what the limit is now but it used to be 10 MB. Most images are much smaller, maybe a few hundred kB, so downloading those in a few seconds with your connection speed makes sense.
