"No material depicting propaganda" rule

Hi, I have question about rule 11 (https://wallhaven.cc/upload/new-user).

11. No material depicting or promoting hatred or propaganda, except when used harmlessly in fiction, art, parodies, etc.

So this rule says "No material depicting or promoting [...] propaganda" but I want to upload some of the best photos which can be use as wallpaper, from Wikimedia Commons (https://commons.wikimedia.org/wiki/Category:North_Korea), so this rule exclude which type of image ?

For example, can I upload thoses images :

• https://commons.wikimedia.org/wiki/File:Juche_Tower_(15104597486).jpg

(for sure, before upload I will change the title and crop some of them, but my question it's just about the "propaganda" subject)

From my point of view, everything look good but as long you are not using this pic of a poster which is propaganda:

Also, you do understand what Material Depicting and Promoting hatred is?

They only care about right-wing propaganda. Left-wing and especially Chinese propaganda has notoriously been welcomed and celebrated on Wallhaven for a very long time.

For sure, It's negative content targeting a person, a population or a category of population, but the problem is that the limit between hatred material and propaganda can be thin.
