I had uploaded a wallpaper after rotating the image on my computer, but when uploaded, the thumbnail itself kept the original orientation. Is there a way to correct this?

Yes. Rotate the image in Paint and save it. If you rotate it in Windows Photo Viewer the thumbnail metadata will not be changed.

Aha, so I need to delete and reupload it to fix it? Would it not be flagged as an existing, albeit deleted, wallpaper?

If you delete it yourself it will be a hard delete, erased from all databases. But you can only do it in a 48h window from uploading.
