Lower the untagged threshold

The untagged section has so many pages it is disheartening. I believe it currently takes 8 tags to get a wallpaper off of the list. What if we lowered the threshold?

Judging by this thread, most users seem to desire tag quality over quantity. [url]https://alpha.wallhaven.cc/forums/thread/1702[/url]

For those who do want more tags, maybe it would be ok to keep the threshold high for the anime category.

I didn't even realize they changed it. I remember back when it was just "untagged" meaning if it had no tags it would pop up in there. Why was it changed?
