The guy on redbubble definitely isn't the original artist. Majority of the designs on rebubble are stolen or copied. In this case the skull it self is from the J!NX logo, which is another t-shirt store that sells gaming merch. They don't give out the high res image for obvious reasons. Your best bet is to take the image from that link which is the cleanest version you're going to find and upscale it.
